Israel enforces major privacy reform under Amendment 13

Israel's Amendment 13 to its Privacy Protection Law officially took effect on August 14, 2025, marking a major step forward in the country’s data protection regime. The reform strengthens the enforcement capabilities of the Israeli Protection of Privacy Authority and introduces new compliance obligations for organizations processing personal data.

Key changes include broader transparency requirements, mandatory appointment of data protection officers in certain cases, and an extended statute of limitations. The amendment introduces higher penalties and provides regulators with additional tools to oversee sectors such as data brokerage. The new law aligns more closely with global privacy standards such as GDPR, with a focus on proactive governance, a trend we witness in many other regions.

These changes are expected to significantly raise the compliance burden for businesses operating in Israel, particularly those that handle large volumes of personal or sensitive data.

The reform also reflects a shift toward preventive oversight rather than reactive enforcement.
